PHP for RSS 2.0 feed for plaintext WXSIM forecast

At the suggestion of Gerard (doornenburgweer on weather-watch.com), I've added a new program to complement the plaintext-parser.php script.  The plaintext-rss.php script will generate a valid RSS 2.0 XML feed for your forecasts.  This is a 'symbiotic' php and includes the plaintext-parser.php to do the parsing of plaintext.txt and language conversions, so the RSS feeds are available in all the languages currently supported by plaintext-parser.php.

Note:  you'll need to upgrade your plaintext-parser.php to version 1.02 (or later) to use the plaintext-rss.php.
