It may have something to do with the way each is measured. I have read (on this forum) that the windspeed is the mean over the last 10 minutes and the gust is the highest value over the sample period set in your station. I don't know what it is for your's, but I have read that in some it is 5 minutes. S, that may be what's going on.
In the CWOP manul, the definitions are:
Mean Wind Speed and Direction: 2-minute mean of speed and direction sampled
before the observation valid time sampled from high-resolution data (minimum: 5
second instrument polling).

Gust: Maximum instantaneous wind value observed in the 10 minutes before the
observation valid time sampled from full resolution data (minimum: 5 second instrument
polling).
I did a search on "gust" amd found quite a number of threads discussing speed and gust. I am sure someone else can give more/better information on this topic.
