NO WAY! One never knows when the day will come when he or she won't be spared from a tornado hitting when a tornado warning is issued. The number of close calls Stillwater has had with getting hit again from a tornado since 1990 won't work to let my guard down.

This is something I brought up in another thread on the board here. I believe the answer is a resounding "yes." The better radar becomes and picking up rotation, the more warnings have to be issued (you can't split hairs over rotation, if you see it you have to issue it.)
The more times you issue it based on rotation that may or may not be on the ground, then the more times you are going to have a false alarm and eventually people are going to stop believing it.
It's not the National Weather Service's fault. It's the fault of people who don't stop and listen to the NWS explain the warning system.
