I do this for hobby and would love to have my own weather website but I don't want to have to pay to have one. Anyway to build one free?

Sure - get some free web designer SW like NVU/Komposer and get one of the free web page providers.

Free websites generally do not offer PHP (or offer it in a way that adds code to each page espousing the 'free' nature of the hoster) so won't run any fancy website stuff such as scripts -- you would be limited to what you can provide using HTML only.
Many of the weather software packages include free HTML-based templates that would work with a free hoster, if that hoster allows FTP to the website.
If you spend just a little bit a year, e-rice.net hosts many of the weather folks, offers PHP and is $10 to $20/year for hosting.. almost free. A 'regular' hoster will charge 8-12$/month for hosting and throw in a domain name .. that's only a couple of Lattes a month.

With what Ken said, there are some affordable ways to build a nice site with scripts. I bought my domain and hosting in a bundle with ixwebhosting for 4.99/month and I dont have a complaint..
But for free websites, I used webs.com, and jimdo for a little while, you could check those out and see if you like them.

If you're looking for something simple, you can check out WordPress.com. They offer a lot free templates to choose from, but you'll most likely have to do some customization. But I know WordPress has a lot of free plugins that you could use for your site, and I think they even have a free hosting option; however, your site will have "wordpress" in the domain name I think. You can also check out another CMS called Joomla. I haven't done anything with Joomla, but I've heard some decent reviews about it. It definitely may be worth spending a couple bucks to get exactly what you want ... you can buy domain names for pretty cheap and find some cheap hosting options. Good luck

I don't know who your ISP is, but many offer free web space with your internet service. I'm on a satellite service provider & get 10mb for my "vanity page". I used it for a few years with the templates from WeatherLink.
