Yup, I get the same thing from here...

It says "Sorry!  This site temporarily unavailable."

EDIT: It looks like the entire CWOP site is unavailable. I can't get to their information page either.

I've sent Phillip Gladstone an email asking him if he knows anything about the site being unavailable. Will let you know if I get a reply.

Phillip handles the website that provides us with quality reports for our weather data. He also has a link to the same siting guide which fails from his site too.
