    We have had 1.24" of rain today (25 Nov) and I want to make a significant weather report tonight.  Do I still make my normal report in the morning?

Yes.  A significant weather report is for a certain instance of weather.  You can have several of them in a 24-hour period.  They are also forwarded to the NWS.  The morning report is a summation of the previous 24-hour period.
