I'd created the templates in three flavors based on the source of national weather data:
The USA template uses NOAA (forecast, advisory), USGS (earthquake) and Wunderground (radar) for it's weather sources
The Canada template uses Environment Canada (forecast, advisory, earthquake) for it's weather sources
The World template uses WeatherUnderground (forecast), MeteoALARM (Euro-advisories), USGS( world earthquakes) for it's weather sources.
If your weather station is in the USA or Canada, you'd use template for your location.
All other locations should use the World (or World-ML) template.
The Multilingual templates have additional code in them to support language translation-by-lookup for website display text in most pages, but use the same weather sources based on type (Canada or World).
