I've had several requests for this, so while working with Michel at http://www.meteolanaudiere.com/ on his integration of the Canada functions into the World-ML template, I took the opportunity to do the same and add a few features (like bilingual Canadian quakes display, enhance ec-forecast conditions display).

The Canada-ML template is now available for download.  Be advised that if you're running the Canada template, you should download the Canada-ML and install over your existing site .. there are many changes to support the multilingual feature.

When will a template be available for the European countries?

The WD-World-ML template is already available with support for the following languages:

English, Afrikaans, Dansk, Nederlands, Suomi, Français, Deutsch, Ελληνικά, Italiano, Norsk, Polski, Português, Español, Svenska with Bulgarian in the works

What I thought of was a template for each country with map and all the other stuff?

What the WD-World-ML template does is create a single website to display your weather data from your weather station, then allow the viewer to choose what language to have the main parts of the site appear in .. it's done with a set of plugin translation lookup files (4 files for each language).  You can choose what language the site will display in as a default.

To use the template, you need to run your Weather-Display system using English (since all the translations are from English to another language).

I thought that the template was for the country and not language, sorry for the missunderstanding

Great! 

I'd created the templates in three flavors based on the source of national weather data:
The USA template uses NOAA (forecast, advisory), USGS (earthquake)  and Wunderground (radar) for it's weather sources
The Canada template uses Environment Canada (forecast, advisory, earthquake) for it's weather sources
The World template uses WeatherUnderground (forecast), MeteoALARM (Euro-advisories), USGS( world earthquakes) for it's weather sources.

If your weather station is in the USA or Canada, you'd use template for your location. 
All other locations should use the World (or World-ML) template.

The Multilingual templates have additional code in them to support language translation-by-lookup for website display text in most pages, but use the same weather sources based on type (Canada or World).
