Solar Sensor Issue

The solar sensor is a few years old and mounted on the 22' anemometer pole. It is mounted this height to try and catch the morning sun that is normally blocked by a shrub fence. About 3 weeks ago is hasn't read much over 700 W/m2. The "bell curve" has looked typical except for a flat top. So before I take the pole down, do you think it is just dirty, or is it going bad?

The solar is in yellow

Looks like it maybe dirt. Thing about the solar sensors is there's nothing to keep birds from making messes up there. Then again that would effect the whole days of data. I think there might be something blocking the diffuser.
I live in an apartment and for the moment am not a home weather watcher.

I was leaning to the dirt answer also, but with as many t-storms we have had, I would think it would wash off. Guess the mounting pole will come down this weekend.
