What's Wrong with WXM63 in Rapid City, SD?

If you listen on The NWR Streaming Site https://noaaweatherradio.org/  The Rapid City Station sounds terrible and I Don't think anyone has brought this up before. But I Don't know what this Signal is and I Wish I Could be able to see it on a waterfall spectrogram. But This tone has been Getting Higher and louder ever since I listened to the station. I Really Wanna know what's doing this because it's annoying and I'm Interested to find out.
