Has anyone figured out how to stream NOAA radio from a laptop? I can't figure it out.

Did you mean
a) listen to an existing stream from WunderGround radio on the laptop or
b) use the laptop to encode and submit a stream to WunderGround from a weather radio like a Midland WR300

If your laptop has a line-in/mic-in jack, you can hook your output jack on the Midland to your laptop using a mini-stereo patch cable.

Make sure you turn off windows sounds in your laptop setup.

Follow the guide at http://wiki.wunderground.com/index.php/NOAA_Weather_Radio to get Edcast, lame encoder (etc) set up and to register your stream with Wunderground.

Same thing, different name .. it has two male mini-phone plugs with cable between.

I tried this approach once before but couldn't get radio to come out of PC speakers. Plug into the headphones jack correct?

Yes, the headphone jack on the radio and the line/mic input on the laptop.

Make sure you hear the station on the Midland speaker before plugging the cable.  For me it meant pressing the weather radio button after a power outage to hear the station continuously.

Not that I'm aware of... you might try (like I did) moving the WR300 antenna around (with the headphone cable unplugged) to see if a different orientation gives you a better signal, then replug the headphone cable in.  I had to do that when I first set up the radio.

It's clear with the cable unplugged but there is a little static when plugged in. I have the bitrate set at 16. What's yours set on?

I'm using the older Oddcast software, but the bitrate is 16kbps/mono

You can try ScannerCast instead of Edcast.
