what is the problem with this coding?

I can't get Mesowest to display rain data. Here is an example of the data string being sent. It is a screenshot of the Weathersnoop log of activity. It clearly shows the 24 hour rain format in the Pxxx format, in this screen shot it is P014 hundreths of an inch in the last 24 hours. What is the problem? I can't change this myself, the developer of the software will have to do that. I can't see what is wrong with this data string. Anybody?

Its getting tagged with a suspect for some reason may be the problem. http://raws.wrh.noaa.gov/cgi-bin/roman/meso_base.cgi?stn=D7371&time=GMT

When I tried to check out why mesowest had it suspect I get no data. You might need to email them what's going on. Madis isn't having a issue with the data but it doesn't check rain either.

Roman isn't reporting rain either but the suspect tag is also on. http://raws.wrh.noaa.gov/cgi-bin/roman/raws_ca_monitor.cgi?state=SEW&rawsflag=290&timeobs=12&orderby=n&type=0

Curious why you think the data string is wrong? You said the developer of the software can only change it. Maybe give more details on the software, when did issue first start etc. Here is a string from my station with P011h of rain embedded which may help troubleshoot issue.
