Recent california rains vs: well levels.

The last series of storms really helped start the groundwater recharge. I have coined a new phrase: "Runoff equals recharge".

No links or quotes, but I've read that there are/were large areas of land that have settled lower in elevation due to water depletion deep underground.  Any thoughts on those areas?  Might they rise again?  Or is that kind of thing permanent?
