Yes, the US National Weather Service has decommissioned the weather.noaa.gov website (source of the METAR info).

Update the get-metar-conditions-inc.php to Version 1.14 to fix the problem.

I also recommend you download this update, upload to your site, then run check-fetch-times.php?show=versions to check your Saratoga template for needed script updates.  It will direct you to the updates tool page where you can get a custom .zip file with all the core script needed updates included.
