Yeah, I noticed that too. In Az they added CWOP sites also, it could be the region what stations are government or possible how many stations are available on what they add.
So looks like a decision being made at local or regional level. With Western regions more likely to add CWOP stations.
I see that the "wind speed" changes to a blue text when my gusts are over 20 mph. I'll have to check back during a storm to see if any other colors are used for greater values.
