one problem is though, is that both sides of the pacific ocean is warmer than normal, meaning that any warming in the eastern pacific needs to be that much more above normal to eventually affect the atmosphere
having said that, Peru though has been getting El Nino like rain, due to the warm water off the coast there
the other thing is that with while in current neautral condtions, there is no dominant steering, and so sometimes the weather patterns have been El Nino like (eg drougth breaking rain in CA) and other times La Nina like

NOPE its not yet, that's Easterly Winds as what south eastern meteologist's term specially in my country. its already summer on our land because of that heat flow causing easterly winds flowing southward and eastern pacific flow from the west, mostly in the middle of February started. This is why right now were experiencing extreme temperature rising our Heat Index to 87 - 94 F.
