Looks like it is, except the Warning Lights look different in shape. This is exactly like Maxx Digital cloning the Capello CR2W, they're nearly identical.

Clone of Sangean CL100?

Motorola MWR839

I was seriously thinking of purchasing the CL100, but upon reading the PDF file, it doesn't look
like this radio goes into the stand-by mode one the end of message tone is recieved.  The manual
says it plays for 10 minutes, then goes into stand-by.

My Radio Shack radio does a very nice job of going back to stand-by once the end of message
tone is recieved.   For me,  it's a must have feature.

The manual is incorrect.  There may be a setting for it to do so (stay on for 10 minutes instead of EOM cutoff), but mine honors the EOM tone that the NWS sends out and always has.
Current setup: Davis Vantage Pro 2 Plus Wireless
Weather radios:
Reecom R-1650
Sangean CL-100
Uniden Home Patrol I
