Hi all I need help with a path problem with godaddy setup

my root is public_html
then under / i have forbidden it has a file that you can load from the web
under public_html/cumulus i have a script that needs the data from the the file in forbidden
if it in public_html i use  .. so if it under cumulus you think ... but it not working  ?
any idea?
