Title: Error when trying to install weewx on a pi

Downloaded weewx_3.7.1-1_all.deb
When installing I get the following error:
Cannot get exclusive lock on the packaging backend.
Please close any other legacy packaging tools that may be open.

Pi: 2011.12

OS:RASPBIAN JESSIE WITH PIXEL
Image with PIXEL desktop based on Debian Jessie
Version:March 2017
Release date:2017-03-02
Kernel version:4.4

problem was user error, i missed a step along the way this topic can be deleted.
