I emailed EC:
For years I have been showing environment Canada weather on my website but as of  March 2, 2017 I have been unable to display the weather or radar image. After 2 weeks of trouble shooting my webserver 1and1.com is saying that they are being blocked by your servers Could you please check this out and see if anything can be done. I heard from Ann-Marie and she has voted with her feet to leave 1and1.  She's porting beamsvillewx.ca and the Ontario-Weather.net sites to GoDaddy.

Both sites are not fully active just yet as the DNS has to propagate and the sites restored on the new server.

I contacted Environment Canada and they replied today and are looking into the issue. Their quick response is encouraging.

 Your request has been relayed to me. In order to be able to help you, can you send me your IP address, the data you request and every pertinent information related to your issue, I will send it to our technical team. I  hope we can solve your ECCC data access shortly.

Also emailed 1and1 and requested they move my account to a different server to resolve the problem.

The website is stable without the 2 EC pages. I will report back with any updates.

Further update:

Both EC and 1and1 are actively working on the problem and I have received multiple emails.

At the moment I have my original homepage back up and the EC forecast is working as it did before the problem. No one seems to know/say why it's now ok.
EC radar is still not working.

You can try changing ec-radar.php

to add 4 seconds to the timeout.  That's still a loonnnggg time so there's still some traffic congestion between your webserver and weather.ec.ca server.

I deleted the old ec-radar.php, changed the timeout to 10 and uploaded the new file. Unfortunately it didn't help.
Also emailed EC to say radar is the only existing problem.

Is it possible that it’s working again? Justin mentioned below that it is working for him.
Anyway I’ve emailed 1and1 and opened a ticket with them to see what the underlying issue may be.

Would you mind downloading check-fetch-times.php latest version and uploading to your site?

There seems to be some issue with using fconnect() v.s. curl functions on your webserver.. this updated version uses curl instead.

I find it odd that running something like check-fetch-times.php?show=info (with no external accesses) just hangs, as does check-fetch-times.php itself (for testing EC forecast/radar site access).  The updated check-fetch-times.php script will help (I hope) diagnose the issues.

If they can't diagnose the internal connectivity issue (their webserver->weather.gc.ca) with that webserver,
1) ask them to move your hosting to another webserver.  If they refuse,
2) move your hosting away from them ...

Update; Never heard back from 1and1 (how surprising!) All is working again for whatever reason. I did replace EC forecast on the home page with WU and will leave it that way for a few months just in case.
