Well... hard to tell if I was just lucky, but I use the FineOffset WH-1080 which cost me 60 euros. It has been running for over five years now without a single problem and measures outdoor/indoor temperature and humidity, pressure, wind speed, gust, direction, rainfall. Time is automatically synchronized and on the console it also shows you the expected weather in the upcoming 12 hours and pressure trend.
I have it connected via USB to MR-3020 router with Meteobridge and wirelessly transfer the data to the web. There are 3 AAA batteries in the main touchscreen console and 2 AAA batteries in the outdoor sensor. I currently have the cheapest supermarket brand batteries in it and they are there already since January last year (and for example just this month it has only been once above freezing point and temps well below -10C for several days).
So in case you are really looking for a budget station you could consider it. It is probably not suitable to areas with very strong winds, the wind sensor is from plastic and I dont think it would stand something above 100-120 km/h.
