Title: ATM feeds for weather alerts not working for counties

Did I miss something important update or something.

I noticed last night that the ATOM feeds for weather alerts (county-based) is not showing any alerts.

EX: https://alerts.weather.gov/cap/wwaatmget.php?x=MDC017&y=0

However the zone feeds do work.
