I have an IP cam attached to my satellite modem/router combo. If I leave it on streaming and view through a browser, does this consume my allotted bandwidth from my satellite provider or is it staying strictly within my home network?

I have a similar situation and can view the feed on the LAN at "no cost" or over the internet at considerable cost. I use "Glasswire" to observe what's going on.

Only if outside your home network, i.e. if its anything other than a 192.168*.* then you will be charged

If your using a local IP to view the weather cam, then you shouldn't be charged, but if you upload the cam to a website, then you will be charged for the upload and the download to view it on your computer.
