I don't want to reinvent the wheel so if there is a easy way to set it up or a app I could download that would be great.

You could get Chris' NOAA Weather Radio app. I think it's $3.99 for iOS. Don't know the price for Android.

Here is an example:  Try this url on your smart phone https://cliftonvaweather.com/cell-wxradio.php.  I have an icon on my phone that goes to my mobile home page, and then I click on the wxradio, but you could icon this.  You could set up a page like this one on your website, just need to set the default station to your local one.  You don't have to put it on any menu for the site if you are not so inclined.  Or you can spend the 4 bucks

Mine comes in handy as long as I am in either wifi or cell range.

You could also use VLC, it streams/plays everything
