Hello. I am a co-developer of RainAware, an app that estimates what time precipitation will begin and end at your exact location.

It's mainly radar based, and also utilized some model data such as vertical humidity profiles and observational data. Uses an ensemble of possible storm motions to create most likely motion vector derived from radar.

It predict times out to 3 hours, and gets more accurate as events get closer in time and space.
