Now that's one of the most technical statements I've ever seen for the Wilmington NWS... I haven't researched it yet... any comments from others? Laymans terms, LOL...

If it strengthens quick, it's going to rain like H in a small area near the center of the storm.  If it strengthens slow, widespread showers.

Been mighty wet a bit up the coast in South Jersey with all these coastal storms this month.  Lets see what happens come January!
