How Do I Get Rid of . strtoupper?

A weird problem here.  How do I get rid of .stroupper in the text found here:  https://stillwaterweather.com/advisories.php?zone=OKC119#WL3

If page is outdated it looks like this in this sampling:

Instructions: "" . strtoupper("T")urn around, don`t drown when encountering flooded roads". " . strtoupper("m")ost flood deaths occur in vehicles". " . strtoupper("b")e especially cautious at night when it is harder to recognize the dangers of flooding.

My guess is that was in the XML source for the alert. I've never seen that before. Looks like a bug on the NWS end.
