For now comment out line 87 and the site will work again.
I had to comment out lines 94 through 101 to get working again
It is early morning here, sorry for the other parts of the world. No time to read all these post yet also.
Cause of the problems:The metar data server seems not operational, no time yet to check.
Solution:
Change the source for the current conditions: => Go to weather2/wsSettings.php
Scan for lines

If you are already using WD or Yahoo you should be OK
1. Remove the comment mark # on the first position from the line with Yahoo
2.
Add on line metar a # on the first position.3. Save and the website will probably running again
Although in a lot of cases with the wrong current conditions.
Check now the yahoo settings in, if nothing is there insert 973505 for now
$SITE['yaPlaceID'] = '973505'; // ##### 973505 = Leuven
On your leisure you have to find the correct place ID for your city
# if you use yahoo to supply the current weather conditions you HAVE to set the other settings correctly
#
https://weather.yahoo.com find your city and copy the number, check for Leuven and you find 973505
