Need help with decoding Russian Doppler files.

Good day everyone.

I've been following the creation of our Russian-wide Doppler Radar network since 2008 at least. So far the public can merely see one simple, non-interactive image per station. The software to display all the relevant data exists, but it's used in the closed Weather Office circles and the decoding software itself not Open Source. I managed to snag two recent files from the online archive of our weather stations. I can see it contains Velocity (.lnv) and Reflectivity (.lnr) data. I've not come further then that in decoding them.

So I turn to this wonderful weather society to see if anyone could make heads, or tails of the enclosed files. Perhaps create an Open-Source data plotter? That would help greatly in the upcoming Chasing season and may save lives even!
