Something that does not happen in Minnesota very often

Is that some kind of construction equipment in the picture? Perhaps you don't normally see work being done in Feb due to the frozen and or snow-covered ground this time of year...

Or, I see distinct shadows meaning the sun is shining!!!

My wife's uncle used to do bridge painting and refitting in Wisconsin and Minnesota. In the winter they were assigned to snow-plow duty. Guess that fits in what you are saying.
