Calculating Moon Phase and "accurate Age"

I am looking for an accurate way to calculate the moon phase and age very accuratly.

I would like to calculate the age to the second or 5 secon.

I have done a lot of googleing around and found a lot of different code, but the problem is how do I know a particular routine is accurate?

A lot give a rough estimate to the day which is OK but I would like it to the second or 5 seconds.

http://www.timeanddate.com/calendar/moonphases.html has what appears to be very accurate so something like that would be good.

Does anyone have a routine that is accurate in their programming kit? I should be able to convert most languages to c#

David , at CalculatorCat.com has a page of information and links about the Moon's phases. Maybe there is something there that can help.

His free script for your web page shows the Moon phase in 1% increments, and he sells software that claims 1 minute accuracy.
