I am not understanding your question. Are you wanting data outputed or a file called climatedataout????.html?
If you just want a file called climatedataout????.html a simple cron to rename the file can do the job.

The climatedataout*.html reports are generated by Weather-Display, and you can re-create them (and select automatic upload daily).

See Weather-Display, View, Averages/Extremes/Records, Detailed Climate Report TAB.
Use the Noaa Reports/Email Reports/Upload/Print TAB to enable daily uploading of the report.

4. Month 2015 and the fifth month of 2015 and how the new files will be included in the file for the full year 2015?

  Brian describes how to recreate and upload the daily noaa report.  It is similar for the climatedataout*.html reports .. just use the Detailed Climate Report TAB instead to create those files.
