Well, this is a first...

Rebooting fixed it, for now anyway. Has anyone else encountered this message?

You might want to keep an eye on the 2nd diagnostic screen. Look at the manual on page 39 for item #8:
Quote
8. The number of times that the Phase Lock Loop did not lock.*
It is the lower left number just above the "STATION NO." and above the battery voltage display.
I just checked two VP2 consoles and a VUE and they all show zero for PLL not locking events.

There was someone on here running a green dot logger and tried firmware update and bricked his console. The only other time I've heard of this.

One of our consoles give a rare problem: if power off and power on dont work fine, display its empty or fully lcd black signs.

After various test and error I thing that solution to our error  are poweroff and wait several time to full drain and then power on. Several minutes are 15 or 20

Yes, that's always worth trying for these unusual console faults. I've had a cabled VP2 console come properly back to life after 2 or 3 DAYS of no power with shorter periods not working.

However, I'm rather afraid that PLL loop not locking is a more serious problem in  the receiver circuitry and you might need to be looking at repair or replacement.
