No, he's actually legit and from Chaney Instrument Co. -- they make weather stations (among other products).

I think he's just very interested in talking with weather enthusiasts about what we want to see in weather station products.  I've looked over their offerings and they seem good, but with one major drawback.. no ability to collect their data to a PC, so no operation of a website is possible.  Home observation is all you get :)
