Why are there fixed wind speeds?

I have had my Vantage Vue for several years, and I have noticed the wind speeds are always a certain fixed amount - for example 9.7, 11.3, 19.3 etc. I have never seen 9.6 or 9.8 (km/h). Has anyone any idea why this is?

Davis stations supply wind speed to a resolution of 1 mph, so speeds shown in km/h will always be a multiple of (approximately) 1.6.
