its a cloud hole/sink hole
under anticyclonic conditions, with an inversion layer cloud of altocumulus
i.e sinking of air, which warms up, and so becomes cloud free
I am not sure why it forms a circle, that sinking area...some laws of physics....
google will most likely show it up
