Topic: starting over from scratch?????

So I have a fairly new W7 box running pro64 with my DavisVP2+ with an Envoy hooked up to the W7 via serial. I had updated to VWS 14.1 31 and all was good at the beginning of Sept. I had everything running for the last 4 years with out a bit of trouble when the old box lost it's BIOS and had to upgrade in Jan. I tried to reinstall VVP and SW at the first of Sept. so I could get WL and some other things running again and all H&%$ broke lose Both VWS and WL would freeze when they tried to open and required a forced reboot. I have tried to remove all traces of all of the above completely from the W7 box and start over. I now get the following error messages when trying to start VWS only.

unable to open c:\vows\cavort\bin\cavort.RSV

unable to start (0x0000142)

I am in over my head 

Can someone possibly guide me in the right direction? Do you need more info?
