Accessing NWS/NOAA data

Can anyone explain the file structure and locations for the NOAA/NWS weather data?

I would like to write a PHP file to be able to access historic information for use on my website.

Is there an existing page on the NOAA site that provides the information you seek for your area?

Here is one site from the Western Regional Climate Center: http://www.wrcc.dri.edu/cgi-bin/cliMAIN.pl?azflag

The other databases are accessed through the NWS at: http://www.weather.gov/climate/index.php?wfo=fgz

At NWS, the Observed Weather is the tab that lead to the data I would like to access.
