Seriously though, it shouldn't take that much to port the code over to Windows. I purposely tried to write the code to be somewhat portable.
It may very well run on Windows with minor, if any, tweaks. If you'd like, set up a CYGWIN environment and download RRDTOOL for CYGWIN:
http://oss.oetiker.ch/rrdtool/download.en.htmlWhen you install the CYGWIN environment, ensure you grab `patch' as well. I don't believe it's a default package. You'll also want `cron' if you plan on generating the graphs locally so you can upload them to a server.
