Deleting files from Website

What started out as research to move my WD to a small win-10 machine has wandered everywhere - including changing from regular linux hosting to a CPanel based hosting, all on Godaddy. Took me 5 days to migrate, but that's a story for another time...
As I D/L'd all data from the website to the weather computer, I found literally thousands of files on the machine - Mostly the graphs  .gif files - and since I don't use graphics on the website, I deleted over 4,000 of them!
This prompted me to look into the /cache and /alertlogs folders; both have 100+ files in them, many with date stamps going back to 2013.

So, that's the question, can I just go in to these folders and delete everything that doesn't have a current, or close to, date stamp?   I have backup, but I want to clean things up, pending a slow, over the winter, R&R of the site.

EDIT -- changed folder to /cache
