PHP 7.1.13, IIS and Meteotemplate Addin

I'm having an issue with Meteotemplate Addin "stickers", which creates the image you see in my signature.
On PHP 7.1.7 (running IIS 8.5), it runs fine. If I upgrade to 7.1.13 or 7.2.1, the text doesn't appear.

Nothing in the error logs.
Any ideas?
