Barometer Altitude Adjustment

Newbie here, what is the purpose of setting my altitude on my PWS?

My PWS was showing 28.94 and when I changed the altitude from 0m to 310m my barometer changed to 29.94 and my WU page began showing the higher barometric pressure.

Are barometric pressures always corrected to sea level?
