Recognize this enclosure?

A friend of mine manages a commercial property in San Diego and says there are a few of these enclosures mounted on lampposts in the parking lot. It looks like a solar radiation shield that you might find on a thermometer or hygrometer but I'm not sure. Can anyone ID it?

Can't tell if there is a wire feeding through the support and going up the pole but possibly a daylight on/off sensor for the lights? The shield is to allow light in but rain out?

It turns irrigation system off in inclement weather. I think Toro or Orbit is the maker. This keeps the sprinklers from running after a rain event or durring cold weather to prevent ice damage. Helps save money by redicing water usage when not needed. There are a lot of those things around here.
I live in an apartment and for the moment am not a home weather watcher.
