I just got this app for Android called Pro Weather Alert (paid version; there's a free one also) which you program like a SAME weather radio (somewhat different method though), and you can also select what type of alerts you want (just like on a weather radio) and what you want them to do (sound, vibrate, lights, text only) and whether you want them to self extinguish or require user attention, and how you want them to behave if the alert is repeated in a short time. There are the usual 3 alert levels, although they are called "Default" "Urgent" and "Emergency" which you can customize with what alert sound and/or other action you want to assign to them. Also has a programmable silent period for when you don't want to be bothered with minor things. I have 4 counties entered in mine. You can program your area by county or by city. We are currently under a freezing rain advisory and the app is responding perfectly to it. I've long looked through the Android weather apps but never saw this before, but there it is. THIS IS NOT A "RADIO"; there is no audio, just the alert sound and/or action that you have selected and a text mode notification on the pull-down notification "curtain" showing you the nature of the alert. This is loaded with features, modes and selections so there's some learning curve but it's not bad.

Davis VP2 (cabled) Uploading to PWS, Weather Underground, Weathercloud, WOW, WeatherBug, AWEKAS and Twitter, using Cumulus.  Cabled = fewer problems, less maintenance and better reliability!

For all my SIX devices (Samsung) it says "incompatible with all your devices"

Hmm, works on both of mine, both Samsung! I'm using it mainly on my Galaxy S4 running Lollipop.

Must be the min platform.  Running S2, 3 early 4, Tab 7, 10.  I hate when that happens.
