I do not know if you still do not know, but what you do with those numbers is....
1) Copy
2) Paste in Word or Notepad
3) Save it as Youchoose.pal
4) Go into GR and go to view, set color table, and select what you saved.
To create your own you can come up with the RGB's yourself using a program like colorcop. You can get that here:

KTS: Spectrum Width and Velocity
dBZ: Reflectivity
kg/m2: VIL
kg/m3: VILD
in: Storm total, MEHS
%: POSH
KFT: ET
NROT: NROT
So with that you make you first line:
Units: dBZ
Then you choose your step, which is how often a number will show up on the scale on the side of your radar display. I would say typical for velocity is 10, reflectivity is typically 5 from what i see most people use...you can mess with that all you want. So then you have your second line:
step: 5
Then you add your colors using RGB. Thats where you can use colorcop or paint and get colors RGB values. For example:
Black would be: 0 0 0
White is: 255 255 255
Red is: 255 0 0
You have two options for color statements in GR3 and 3 options in GR2AE.
In GR3 and GR2 you can use:
solidcolor: R G B
or
color: R G B
in AE there is a 3rd option for transparency, it is
color4: R G B A
A is your alpha, the opacity of the color.
Color statement gives you a smooth gradient, solidcolor statement give you a solid color for your specified amount of units. You then can add your main part:
Color: 80 128 128 128
Color: 75 255 255 255
Color: 65 255 0 255 128 90 128
Color: 50 255 0 0 128 0 0
Color: 35 255 255 0 255 96 0
Color: 20 0 255 0 0 128 0
Color: 0 0 255 255 0 0 255
color: -30 0 0 78 112 112 112
Notice with that table each color statement has 2 sets of RGB values, That will give you a smooth gradient for the specified amount of units and break sharply into the next color statement.
For velocity you will want to add a Rangefold color...i like to use 255 0 255...but many use a darker color.
All together it looks like:
