Leuven-scripts for NWS /NOAA forecasts

The new beta-version of the NOAA-forecast-script is adapted to cope with the ongoing "problems" of the v3 forecast server.
Default the data will be loaded from the v3 server, using 3 or 4  JSON files.
First one: https://api.weather.gov/points/35.72,-96.82
The returned data has a.o.  the link to the forecast at:
https://api.weather.gov/gridpoints/OUN/122,103/forecast

When the v3 JSON files are not available or the returned data is to old (older then 8 hours) the v2 version of the data will be loaded by this 1 URL
https://forecast.weather.gov/MapClick.php?lat=35.723&lon=-96.821&FcstType=json

On the heading part of the webpage as displayed by the scripts, one can now see which version of the forecast data is used.

The only major difference is for the hazards as no detailed information is available in v2.
In v2 a click on the small descriptive link will open a new tab with the detailed information at http://forecast.weather.gov/
In v3 a click will first display a larger multi line description and the link to the v3 hazard page.

There is no "backup" solution for the problems with the SOAP server. If the server works a detailed forecast including a nice graph is generated. https://www.weerstation-herent.be/saratoga/wsfct4/wsNoaaDPage.php

But the last few days the SOAP-xml server mostly returns error messages only.
And there is no other source of detailed forecast information I can find, yet.
