Checking ISS capictor

Can one check the condition of the capacitor at the ISS or does it require bringing the whole station inside and taking everything apart?

Very easy.
Take off the outside cover.
You will see a white cover with 4 screws. Remove those and the circuit board is visible.
Be careful not to drop those screws. They are hard to find in the grass.
