Unable to post pictures on this form using Tapatalk,  is that an admin setting?

If you have a URL, you should be able to post that.  But yes, Tapatalk has an option to not allow attachments from the app, which is a separate permission from the regular posting using the full site.  I run sites with Tapatalk which is how I know.
